Minister’s State/Local Government Forum
Role
The role of the Minister’s State/Local Government Forum is to provide advice to the Minister for State/Local Government/Relations, the Premier, the Government and the Local Government Association on issues that are matters of priority to both sectors of government.
The first meeting was held in August 2002, and a further sventeen meetings have been held since this date, most recently in April 2008. Major issues considered by the Forum have included stormwater management and flood mitigation, the State-Local Government Relations Agreement, Community Wastewater Management Systems, South Australia's Strategic Plan, Waste Management and Climate Change.
The Minister's State/Local Government Forum is an effective mechanism by which key issues of mutual interest can be considered and progressed. Refer below for membership and meeting notes and papers.

Terms of Reference
To advise the Minister for Local Government, the Premier, the Government and the Local Government Association on matters referred to the Forum by the Minister that are:
(a) of significance to the State Government and the local government sector and that require a high level of co-operation between State and Local Government for their objectives to be achieved;
(b) at the interface between State and Local Government activities and service delivery that have significance across more than one portfolio unless otherwise agreed by both parties;
(c) substantial, achievable and relevant to Local Government generally or at least a substantial part of it;
(d) only capable of being delivered with the support of both spheres of government.

Meeting notes and papers
11.04.08 The eighteenth meeting of the Minister's State/Local Government Forum was held on 11 April 2008 at the City of Norwood, Payneham and St Peters. Major topics of discussion included Community Wastewater Management Systems (CWMS), Climate Change, Wangary Bushfire Coronial Recommendations and Women in Local Government.
07.02.08 A special meeting of the Minister's State/Local Government Forum was held on 7 February 2008 to discuss the Wangary Bushfire Coronial Recommendations.
04.12.07 The seventeenth meeting of the Minister's State/Local Government Forum was held on 4 December 2007 at Old Parliament House. Major topics of discussion included the Ageing Atlas, Community Wastewater Management Systems, Waste Management, Women in Local Government and Climate Change.
04.09.2007 The sixteenth meeting of the Minister's State/Local Government Forum was held on 4 September 2007 at the City of Charles Sturt. Major topics of discussion included the Annual Review of the State-Local Government Relations Agreement, State Planning and Development Review, Population Projections, Planning and Land Use, Community Wastewater Management Systems and the Affordable Housing Forum.
22.03.07 The fifteenth meeting of the Minister's State/Local Government Forum was held on 22 March 2007 at the City of Salisbury. Major topics of discussion included Climate Change, South Australia's Strategic Plan, the Housing Plan for South Australia, Government Reform Commission, Financial Sustainability of Local Government and the Annual Review of the State-Local Government Relations Agreement.
09.11.06 The fourteenth meeting of the Minister’s State/Local Government Forum was held on 9 November at the Local Government Association. Major topics of discussion included South Australia's Strategic Plan, Stormwater Management and Flood Mitigation, Community Wastewater Management Systems, Country Taxis and the Financial Sustainability of Local Government.
14.06.06 The thirteenth meeting of the Minister’s State/Local Government Forum was held on 14 June 2006 at the State Suite, State Administration Centre. Major topics of discussion included Stormwater Management and Flood Mitigation, Community Wastewater Management Systems (STEDS) and the Local Government Financial Sustainability Inquiry.
25.01.06 The twelfth meeting of the Minister’s State/Local Government Forum was held on 25 January 2006 at the City of Tea Tree Gully. The main topics of discussion were Stormwater Management, Regional Passenger Transport, Septic Tank Effluent Disposal Schemes, and Regional and Rural Landfills.
06.07.05 The second meeting of the Minister's State/Local Government Forum for 2005 was held at Old Parliament House. Members discussed issues including stormwater management, the Strategic Infrastructure Plan for South Australia and issues surrounding regional and rural landfills.
06.04.05 The first meeting of the Minister's State/Local Government Forum for 2005 was held on 6 April at the Terrace Towers, North Terrace Adelaide. The main topics of discussion were Stormwater Management and Flood Mitigation and Compliance and Enforcement Functions.
01.12.04 The final meeting of the Minister's State/Local Government Forum for 2004 was held on 1 December at the City of Playford Council Chambers. The main topics of discussion were Stormwater Management and Flood Mitigation and Compliance and Enforcement Functions.
15.08.04 The third meeting of the Minister's State/Local Government Forum for 2004 was hosted by the District Council of Loxton Waikerie, at the Waikerie Council Chambers. The main topic for discussion was Stormwater Management and Flood Mitigation.
02.06.04 Held at Local Government House, the Forum meeting on 2 June 2004 discussed stormwater management, the State Strategic Plan, economic development and the strategic assessment of public land. The Minister for Infrastructure, the Hon Patrick Conlon MP also attended the meeting to discuss the State Infrastructure Plan.
25.02.04 The first Minister's State/Local Government Forum for 2004 was held at the City of Port Adelaide Enfield. Both stormwater management and the Septic Tank Effluent Disposal Scheme were discussed in detail by the members. Shortly after this meeting, the State - Local Government Relations Agreement was signed by the Premier and the President of the Local Government Association.
15.10.03 The fifth Minister's State/Local Government Forum was held at the Adelaide Town Hall. The proposed State- Local Government Relations agreement was considered by the members. New topics included the possible sharing of compliance functions, and improving the administration of rates concessions.
08.07.03 Fourth Minister's State/Local Government Forum meeting at the City of West Torrens Civic Centre. Forum members agreed that State-Local Government Relations become a referral to the Forum. New topics discussed included the Septic Tank Effluent Disposal Scheme.
11.03.03 Third Minister's State/Local Government Forum meeting at the City of Marion Cultural Centre. Discussion centred on stormwater management and flood mitigation. The Forum agreed to establish a high level group to progress the issue further.
12.11.02 Second Minister’s State/Local Government Forum meeting at Local Government House. Meeting continued discussion on the issue of stormwater management and flood mitigation, agreeing that this issue must be considered as one of managing stormwater as a resource.
28.08.02 First Minister’s State/Local Government Forum meeting at Parliament House. The Minister for Local Government and the Local Government Association agreed that the issue of stormwater management and flood mitigation be referred to the Forum for consideration.
